Richard Moore, President Richard Moore is the owner and president of DME Consulting Services. He has 26 years experience with Healthcare Information systems working with many public and private organizations such as the Ohio State University Medical Center, Anthem Inc., Community Mutual Blue Cross/Blue Shield, Blue Cross/Blue Shield of Connecticut, Digital Insurance Systems Corporation, The Ohio Department of Alcohol and Drug Addiction Services, The Ohio Corporation for Health Information, SummaCare, Inc., the Health Policy Institute of Ohio, Ohio Health Information Network and eHealth Ohio.
He currently is a project lead/business analyst for HIPAA transactions for two State Medicaid implementations. He is an active participant in the National Healthcare Information and Management Systems Society (HIMSS) and is a member of the eHI/HIMSS workgroup on RHIOs and HIMSS Advocacy. He is the current president of eHealth Ohio and is their regional representative to the national standards development organization Workgroup for Electronic Data Interchange (WEDI). He also is the testing site administrator for eHealth Ohio’s free HIPAA transaction testing community.
He has participated as an author on WEDI testing whitepapers. His broad-based knowledge of health information systems and operations comes from experience working directly with providers, payers, software manufacturers, electronic data interchange organizations, billing services, clearinghouses and government agencies. He has been working the last 3 years as the project lead for the HIMSS RHIO Federation Special Projects Workgroup Pilot study on the use of the GSA e-Authentication model for Healthcare Information Exchange focusing on electronic identity management, secure electronic health information exchange and federated single sign-on. Joanne White, Vice President/Treasurer
Chief Information Officer, Wood County Hospital, Bowling Green, OH
Joanne has 30 years experience in Information Technology, 20 of those in healthcare. Before becoming the CIO at Wood County Hospital Joanne was a Systems Engineer for Siemens Medical Solutions and was involved with project management, implementations and support.
Joanne wants to be involved with the CSOHIMSS Board to help encourage sharing of information technology and help develop the future of Health Information Management Systems. Joanne can be contacted at secretary@csohimss.org.

Annette Elchert, Past President
Account Executive/CIO, CareTech Solutions Inc. -Blanchard Valley Health Association (Outsourced IS Management & Support)
Annette has over 26 years experience in healthcare IT at the management level. Currently, her main involvement is with strategic planning, project management, implementation and support of healthcare applications.
Beginning July 1, 2006, Annette became the newest member of the CSOHIMSS Chapter Board as the Sponsorship Chairperson. Her reason for CSOHIMSS involvement is to expand her networking with other Ohio health systems to share best practices and clinical information systems experiences. Russ Hessler, Advisor Russ has over 15 years experience working in the Health Information field. His background has been with hospitals and ambulatory care facilities. He is currently completing his Masters of Science in Health Informatics at The Ohio State University.
Russ values both the relationships and experiences he has gained while serving in various capacities on the CSOHIMSS Board. He is anxious to serve the members of CSOHIMSS and is open to suggestions on how to improve the chapter. Russ can be contacted at president@csohimss.org.

Bob Dowd, Secretary
Bob is the Chief Information Officer for Laboratory Partners/MEDLAB based in Cincinnati, Ohio. Mr. Dowd has extensive experience in the healthcare field, with 25 years in the clinical laboratory field and an additional 10 years in large medical/dental facilities. This experience includes leadership roles in Accounts Receivable and Revenue Services for Quest Diagnostics Incorporated, and for the past 10 years, in Information Technology as the Chief Information Officer for Sonora Quest Laboratories, the largest clinical laboratory in Arizona and beginning in February, 2010 as CIO for MEDLAB.
Mr. Dowd has considerable experience with business and system integrations through multiple acquisitions, mergers, and business consolidations. The success of these endeavors was validated by excellent customer retention and internal customer feedback.
As Co-Chair of the Clinical/Technical Committee for the Arizona Health-e Connection, Mr. Dowd was tasked with the mission to have all healthcare providers in Arizona using electronic medical records within the next 5 years.
In March of 2007, Mr. Dowd was honored as one of Computerworld's 2007 Premier 100 IT Leaders.
Mr. Dowd was named the 2007 IT Practitioner of the Year by the Arizona Chapter of the Society of Information Management.

Ajay Sharma, Program Chairperson Ajay Sharma has 18 years of experience working with customers all over the world with their IT initiatives. He has worked for several large systems integrators including as a Senior Manager at MahindraSatyam (NYSE:SAY), a multi-billion dollar leading global systems integrator specializing, among other areas, in application development and services in Healthcare & Life Sciences for customers around the globe. He has been with the CSOHIMSS Board since early 2007 and was elected to the Program Chair since the early part of 2009. He has put on conferences for the board in Columbus and the recent Interoperate 2010 conference at Bethesda North Hospital in Cincinnati that culminated in the highly anticipated CIO Panel that was well received by all of the attendees and participants at the conference.
He has lived and worked in different parts of the world such as Hong Kong and Bangalore before moving to the United States where he currently lives with his family based out of the Greater Cincinnati region. He has a Bachelor's Degree in Commerce from Bangalore University and an MBA in Marketing from Fairleigh Dickinson University, Madison, NJ.
Ajay has been the Director of Global Services of Horizon Companies/CDC (China Dot Com) Services and also on the board of the Ohio Valley Oracle Applications User Group. He strives to leverage his diverse, multi-faceted background to the benefit of Chapter members and attendees.

Michael Goddard, Communications Chairperson Director of IT, The Upper Ohio Valley IPA
Mike has a Bachelors Degree in Computer Science from Youngstown State University. He is currently working on Implementing EMR and Practice Management throughout the Ohio Valley. Mike is a vital part of the transition of Medical Records from paper to electronic.

Natasha Kumar Edmonds, Membership Chairperson Physician EMR Services Manager, Wood County Hospital, Bowling Green, OH
Natasha has a Bachelors of Science in Computer Science Engineering and Technology, and an Executive MBA from the University of Toledo. She is currently working on implementing Electronic Medical Records systems in the Bowling Green, Defiance and Fostoria areas. She is responsible for directing and coordinating local physician's offices efforts to go paperless. She studies the charting and billing needs of individual offices and sets up an electronic workflow to gain maximum efficiency throughout the practice.
Natasha wants to be involved in the CSOHIMSS board to help design technology-based solutions to improve the efficiency and quality of healthcare. Johnny Milaychev, Public Relations Chairperson Johnny Milaychev is a Product Manager for New Wave Software. Mr. Milaychev graduated from the University of Cincinnati with a Bachelor of Arts in Business Economics in 2007. He is currently studying in a CAHME accredited program at Xavier University to earn a Master of Health Services Administration degree. Mr. Milaychev has been with New Wave Software for two years, working in multiple product-related areas, including product implementations, customer education, technical writing, and product marketing.
